Recognize the reqirement of gun owners to own gun safes has greater safety values than any bans on firearm ownership.

Recognizing that gun or bans of certain guns only effect law abiding citizens they offer little protection from people who wish to harm others. A more reasonable approach for public safety would be to require gun owners to have and store all firearms not in their physical control to prevent the mentally ill, youths, criminals or others from gaining access. Such safes shall be registered by make, model and serial number and shall have a combination lock for access. The Dept. of Justice shall create a database of approved safes and owners shall provide this information before approval of any firearm purchase. Registration of individual firearms shall not be required. All owners shall be informed of this reqirement at time of purchase. No exception shall be made for previous purchases.
