The Maryland Constituion declares "That all Government of right originates from the People, is founded in compact only, and instituted solely for the good of the whole; and they have , at all times, the inalienable right to alter, reform or abolish their Form of Government in such manner as they may deem expedient."
The 18 counties of Free Maryland including Allegany, Carroll, Dorchester, Harford, St. Mary's, Washington, Anne Arundel, Calvert, Cecil, Frederick, Somerset, Wicomico, Caroline, Garrett, Kent, Queen Anne, Talbot and Worcester hereby declare the right to self-determination.
Peacefully recognize that the State of Free Maryland, consisting of the above counties, has the right to withdraw from the United States and create its own NEW government.
