I request that, under the Recommendation Clause of Article 2, Section 3, Clause 3 of the U.S. Constitution, The President of The United States of America recommend to Congress that they issue Letters of Marque & Reprisal, as stated as an enumerated power of Congress in Article 1, Section 8, to allow private vessels to conduct a humanitarian mission as stated below.
The purpose of these Letters is to grant such individuals and/or organizations the extra-national ability to provide long-range, packet radio-based Internet service from offshore locations to areas of the world whose Internet service has been shut off or heavily censored for political purposes.
