Under the Hospital Survey and Construction Act of 1946 the uninsured or under-insured citizens of the United States of America had made use of, and retained emergency and semi-emergency care through varying hospital emergency rooms across the country. On 23-March-2010 President Obama signed into law The Patient Protection and Affordable Care Act. When this occurred the Hospital Survey and Construction Act, aka The Hill-Burton Act of 1946 became null and void. Under the PPACA the uninsured or under-insured is no longer, NOW every American, of free and equal means, has access to healthcare that they need through insurance companies across the country regardless of means or status. PPACA is the law of the land for healthcare, and it should stand alone, the Congress needs to repeal Hill-Burton
