If citizen or permanent resident's spouse have permanent residents status or temporary residents status, because citizen or permanent resident's spouse is indirect beneficiaries when the citizen or permanent resident immigrated to the country in before. The citizen or permanent resident's spouse was not the the main applicant of the immigrant.
