To recommend Legislatures to write a "GUILTY BY REASON OF INSANITY" plea for Criminals

Mental Illness is an unfortunate reality of society. The criminally insane are capable of horrendous acts. Courts and Jurists are often confronted with the complex task of determining what 'insanity' really is. A criminal who kills and cannibalizes the victim is determined to be 'sane' and someone who in a rage murders their spouse is determined to be 'insane'. The real question is about culpability. Insanity is considered lacking the ability to understand the wrongness of their actions. Jurists are limited in sentencing options. We therefore petition that the plea be replaced with a plea or verdict of GUILTY BY REASON OF INSANITY. Whereby sentencing can still be mitigated but commission of the act is attributed to the party who committed the act. If you agree please sign this petition!
