2 Strict limit citizen to adopt foreign children.
recommend a new policy of the standard which refugees can apply to take refuge:
1 Must have college diploma (2 or 3 years of school system) or higher.
2 Must under 50 years of age.(Younger people can be got priority.)
3 Must have enough ability and work experience. Or have enough high economic base (Must prove most of the assets was earned by their own.)
4 Must be a useful person.
5 The refugee will be suffered persecution soon in their home country, and need to take refuge.
