1 Prohibit to sell many kinds of low-grade commodities. (In United Kingdom, prohibit to sell many kinds of low-grade commodities nationwide.)
2 Prohibit financial institution and insurance companies to conduct any low-grade business.
3 Any public transit tickets must be more expensive than small cities, town and countries.
4 Increase tax in all of large cities and many middle cities.
