Propose a Constitutional Amendment that would limit campaign contributions exclusively to the constituents of the office and provide for public financing for the Office of the President. Financing limited to citizens of the district for Representatives and to the state for Senators. Presidential election financing limited to a fixed amount with corrections for inflation to all candidates that can obtain more than 5% support nationwide.
