Reconvene Congress out of Summer Break to work through Syrian crisis.

The Constitution states that an act of war must be declared by congress in order for the President to take action. In recent years Presidents have stretched this and not gotten Congressional authorization in many "armed conflict" situations which probably should have all went through congress first. When this President was running for office he made some true accusations against the previous administration in this department, and we are hoping this administration has learned from that. The situation in Syria also has the possibility of straining relations with some other large countries who have opposed our intervention. We think Congress should work with the President to work out the best course of action with Syria, and if that is an armed conflict,then a vote by Congress authorizing it.
