Beginning with the Keystone Pipeline, if approved, and with all forthcoming large-scale hydrocarbon energy projects, legally require contribution to offset some of the 'hidden' cost of consumption - the cost of depleting a finite resource and environmental burden of its products of combustion.

This nominal, relatively painless "toll" is to be applied to research into renewables, actual construction of efficient infrastructure (transportation, communication, electrical grid), and mitigation of the extraction dangers and consumption effects of gas and coal.
