Recreate The 1990 California Zero Emmision Vehicle Mandate Nationwide.

In 2006 Chris Paine created the documentary Who Killed the Electric Car. With the hottest summers on record, And the threat of cutoff from foreign oil. We need to create standards to make all new veichles create zero emissions by 2035. This shall do this in a number of steps. Requiring 10% of auto sales to be ZEV by 2021. 25% by 2027. 50% by 2030. And 100% by 2035. Grants could be awarded for companies auto fleets that are 100% ZEV before the 2035 Deadline. Companies who cannot meet these standard will be banned from US sales until they create a plan to meet these standards. In which they will have 12 months after approval to do.
Creating these standards give companies incentive to innovate a green future in a short amount of time. Which major automakers did in the 90's and can do now.
