Recsind the 2nd amendment. The language in the bill has become obsolete, since the development of the US National Gaurd.

The 2nd amendment should be rescinded, due to the fact that the language in the bill is now obsolete. Our National Gaurd is now responsible for protecting our free states, which was not the case during the writing of the bill. The typical gun owner and/or users are not considered well organized malitias. The thought of using firearms to protect against the government should be looked upon as a possible terroist threat. Non-lethal wepons should be promoted for personal self defense. Exceptions could be made for law enforcement, mentally stable military and ex-military personnel and mentally stable CCW caring civilians.
