The Congress has: 1. diverted social security trust fund deposits to other general fund requirements and 2. failed to finance the government's share of social security entitlements. To eliminate some of the current unfunded liabilities wasteful foreign aid program resources should be used to pay down the general fund IOUs to the social security trust fund.
