Redefine Cannabis across all Federal program levels, so that Hemp with a THC content of less then 1% may be cultivated.

The goal would be to redefine the words Cannabis, Marijuana, and Hemp. This would not be part of a legalizing scheme. This would not affect international treaties. This would make it legal for a valuable crop to be grown, in certain localities. It would take strain off of farmers with poorer soil and environmental conditions. This could help family farmers stay afloat. It would allow for crops other then the typical corn, soybean, tobacco, etc... It would provide resources that could be developed into other valuable commodities and value added products.
And furthermore, remove the word Marijuana ( Marihuana ) from all Federal rules, regs, laws, etc... and replace with Cannabis on the premise that it was used as a form of racism to further discriminate against people of Hispanic background
