Petition to redefine the meaning of militia as shown in 10 USC § 311 - Militia: composition and classes
Militia's should be formed as well as licensed to carry firearms. Civilians, with no involvement in a militia, should not be licensed to own a firearm.
Militia's would be beneficial in forcing people to undergo several evaluations before being permitted to own a firearm.
Job creation would also be a great factor in this change of definition and starting new state sponsored programs.
