As the criminal system is more and more impacted with managing drug abuse, less funding is available for preventing it.
Poverty is at the root of many crime issues, especially drug abuse.
Domestic violence is at the root of many poverty issues,
causing and reflecting poverty.
A child raised in an abusive environment has no tools for recognizing and developing positive family and social values.
Effective education allows and encourages positive perspectives to counteract social isolation.
There are few measurements for the success of any proactive program --the prevention of a problem-- but President Johnson's War on Poverty was fine model.
Common sense is a fine model that doesn't require guns to enforce it or politics to embolden it.
