Redirect NASA's manned space program to return humans to the Moon starting in the year 2020 to build a permanent base.

We petition that NASA's manned space program be redirected to sending astronauts back to the Moon by 2020 and to construct a permanent, scientific-research station with international and commercial partners. This station would become the basis for a larger, future lunar settlement that would include both R&D and commercial projects.
