Reduce the amount of signatures needed to recive an offical response from 100,000 to 50,000

We realize that, while 25,000 signatures may have been too little to censor inappropriate material and force the White House staff to issue an akward response, 100,000 signatures are too many. Several great ideas have already been shot down becasue they did not recive a sufficient amount of signatures, even though they were recieving 70,000 80,000 and 90,000 signatures. These issues recive too many people to be simply "archived". 50,000 signatures are a sufficent number to prevent non-serious petitions, yet still allow the more popular one threw.
