Reduce the annual salaries of all members of congress to 100,000 dollars/ year and create performance based incentives

Congress has not effectively listened to the will of the people. Average salaries are 174,000 dollars and with benefits can exceed 285,000. Time to reign in WASTEFUL spending salaries should be lowered to 100,000 with performance based incentives in which citizens should vote on.
