Reduce cost of attendance throughout all public universities in the U.S

The transition between high school and college is filled with uncertainty, fear, and optimism for most students.
Various factors are handpicked when students research where they want to spend their next 4 years: location, majors, recognition, cost of attendance, etc. The underlying factor that all students are more concerned about is the cost of attendance.
Depending where one desires to go one could either save money by going to a university that's fairly close to ones' home, or risk leaving the comfort of home and venture out into different states; in doing so they face higher cost of attendance.
Many students want to go to out-of-state colleges, but it's to expensive that they're either forced to get loans or seek out different in-state colleges. So let's decrease that cost.
