Investigate the costs and impact that full or partial funding of new drugs/medical treatment would have under the following conditions:
1. Full or Partial funding would require that 95% of the research for a drug/medical treatment be done in the USA.
2. 100% of the drug/medical devices would be manufactured in the USA.
3. There would be maximum limits on the price of any new drug or treatment created due to Government funding.
4. There would be an export tax on the new drugs or medical items for treatment of 100% (doubling the cost). 75% of this tax would go to the Federal Government and 25% would go to the company that created and manufactured the Drug or medical item.
