Currently the IRS has to manually enter data from tax forms into their computer system, while having a computer vision system would be much cheeper. However this is not possible because people disfigure their tax forms--such as by smearing mustard on them--forcing humans to do this repetitive task with relatively low productivity.
If there were a law making it a felony to disfigure tax forms then costs could be cut significantly by replacing these workers with robots.
