To take steps towards deficit reduction and a balanced budget, we can no longer afford to shoulder the burden of states that receive federal monies in excess of the monies they pay. Therefore, this petition requests that these states be excluded from the United States of America and permitted to sink or swim on their own, each as their own country, or perhaps as some sort of confederacy of states.
The taker-states transitions to country-hood could be carried out fairly easily as they already proclaim their independence and have their own flag.
