Over 5 million animals die horrible deaths in shelters, every year, because of the laws.
We can stop this problem by going to the core of it; backyard breeders & puppy mills. If we impose a fine of $1,500.00 on mills/backyard breeders on any animal sold, we kill several birds with one stone:
1. We create new jobs by hiring those that would be in charge of enforcing the law.
2. We reduce the overpopulation of animals in shelters.
3. A new funding source becomes available to each state, via the fines. Fines collected become positive revenue for that state.
Fines should NOT apply to shelters/rescues, unless breeding takes place in such area. Registered breeders should be allowed 1 litter per year/ per animal. The law should apply statewide, as many breeders are outside city limits.
