Reduce false or misleading political advertisment

All registered political action committees should contribute a fixed percentage of their fund to a creation and operation of a fact checking panel. This panel should contain 6 members nominated and elected by all registered political action committees. Each registered political action committee has 1 vote. The members' main task is to review and check the fact of all political advertisements before airing. It should also create rules and guidance for political advertisement. An example of such rule can be: if the political advertisement contains an opinion and a portrayal, it can to start with a sentence "XXX believes YYY is ZZZ" to an effect of indicating that it is one's opinion. The panel should review the rules before an advertisement can be aired.
