Reduce funding to state programs if same-sex marriage is not recognized as equal to opposite-sex marriage

Without access to civil marriage, gay and lesbian couples and their families are denied the 1,138 statutory federal protections granted to married straight couples, not including hundreds more offered by each state.

Repealing the Defense of Marriage Act (DOMA) is only half the battle. The federal government should promote marriage for gay and lesbian couples without directly forcing it onto any state by reducing funds to state programs if marriage equality is not passed.
