Reduce gun-related violence by implementing an all encompassing federal set of laws and regulations governing all states

Our government needs to implement an all encompassing set of federal rules and regulations governing all states. State-level gun control should only be used to apply tougher local laws on top of these federal laws but in no way laxer. Firearm ownership should be a privilege just like a driver's license and not a birth-given right.

We propose:

1. A strict firearm license application program that may take up to 2 years involving heavy fees, gun education, examination, interviewing and extensive psychological evaluation.
2. Multi-level certification types based on the above.
3. Periodic unscheduled inspection of licensed households for safe firearm containment.
4. Gun count and type purchase restriction based on type of issued certification.
5. Gun sales restricted to FFL holders only.
