Reduce gun violence and improve safety by requiring, within eight years, a personal interlock for all new firearms

Most gun violence is caused by intentional or accidental shootings from individuals that did not originally purchase the weapon. Technology, such as laptop fingerprint readers, is now available to create a safety interlock that would prevent use by anyone other than the purchaser of the weapon. The weapon would be activated with a confirmation indicator for a period of time, such as fifteen minutes, and if sold, a licensed dealer could change the authorized user after required background checks. This would eliminate situations like the murders at Sandy Hook, the use of stolen or resold handguns, while still allowing use of the weapon for short periods by others for training or trial. This is the approach that has been used in the automobile industry and saves tens of thousands of lives
