Reduce military bureaucracy - make Tom McMasters Under Secretary of Defense for Rank Restructuring

While on active duty I spent a good amount of my professional reputation addressing waste of American taxpayer money. I've outlined a plan that continues that trend by proposing we eliminate 70% of the bureaucracy allowing the President to reduce the DoD's budget while increasing capability and readiness.
Reports tell us the American people favor by a 2 to 1 margin reducing the military instead of cutting Social Security benefits. The current military establishment whines that this will detrimentally affect military effectiveness. We can cut the military budget and by doing so we will increase readiness, effectiveness and moral.
