Reduce the national debt by calculating the national debt using a numerical base of 1000 instead of base 10.

When dealing with money and other numbers in our country, it is often assumed or implied that we are dealing in base 10. However, it is rarely specifically stated as such. If the Obama Administration or any administration for that matter they could operate out of base 1000 system instead, this reducing the national debt instantly.
