Reduce number of H-1B Visa's to prevent corporations from replacing American workers with less costly immigrants.

Corporations are replacing American skilled workers with immigrant workers with H-1B work visa's for half of the American workers salary(http://www.nytimes.com/2015/06/04/us/last-task-after-layoff-at-disney-tr...) and (http://www.latimes.com/opinion/editorials/la-ed-visas-tech-workers-h1b-2...).
These corporations claim that there are not enough American skilled workers to fill these jobs as an excuse to continually ask for more H-1B's. These foreign workers are usually educated by their respective governments.
Politicians are always claiming the need to grow the middle class. It would be more beneficial to American job growth to provide funded public higher education for American citizens than to increase the American jobless with these H-1B's
