Reduce the number of members in Congress and Senate.

The larger a group is, the harder it is to come to a decision. It is well known in business that a group of 2 -15 people provides a good team. We don't need to go that far, but reducing, will help.

Another term is social loafing, which means that a person will put forth less effort, and that the group won't notice when a person is not participating.

All they seem to do is more complaining, and not coming together is making us further and further in debt and hurting the economy (Look to most headlines for evidence, of lack of work). If the members are reduced then more actual work will get done.
