Reduce or restrict federal student loans that are unlikely to be repaid

Restrict or reduce federal student loans to educational institutions that
(a) fail to control cost increases,
(b) fail to achieve a sufficient rate of job placement of graduates within 12 months of graduation;
(c) offer professional degrees in fields for which there is substantially more educational capacity than employer demand for graduates (e.g., if there are too many law school student slots for the number of lawyer jobs, restrict federal lending to law school students).
