Reduce the origination loan fee of 4.288% for parent plus college loans to 1% (same as guaranteed students loans)

The federal government made $41.3 billion in profit on student loans in 2013, according to USA Today. The governement charges 4.288% as an origination fee on parent plus loans and makes a nice return on the loan interest rate. Wasn't the governement taking over the student loan program to reduce fees to the families that need these loans the most? It seems like the government is more concerned with trying to turn a huge profit than helping families who need to take the loans so their children can attend college. A parent who needs a loan so their child can attend college would pay an $857.60 fee to take a $20,000 loan before paying back the full loan principal ($20,000) and interest charges. Reducing loan proceeds by almost 5% is akin to the US Government as a loan shark. Reduce it to 1%.
