Outsourcing cannot be stopped, however it can be reduced. We propose that companies that currently outsource cannot outsource more than 70% of their positions. With this they must terminate foreign positions that exceed this threshold and open the position for US citizens on US soil. If companies do not comply a penalty fee and tax shall be levied which will not be passed on to the consumers. This will assist in opening jobs and careers for individuals who gravely need them in the United States.
