Reduce the pay for any current and former elected member of congress to 1.00 a year until they can do their jobs!

Allowing congress to set their own pay scale and pay raises results in the same issue year after year, no budget by 1 October and either a threat of a government shut down or numerous continuing resolutions that do nothing but add the problems. In addition, no member of congress should be paid or given special benefits even after leaving office, that's a biggest fraud waste and abuse that America taxpayers are exposed to every year. If congress can't do their job, they don't deserve to paid anything!
