Four changes in governmental policies that will offset this inevitable fate of panhandlers on every corner and homeless people everywhere are to incorporate limits to the number of part-time employees companies are allowed to hire and to require companies to provide benefits to the ones they do, to offer community based programs to educate and train unemployed and under-employed individuals, to increase the minimum wage to just below the average cost of living (with increases within two years to bring it to the actual cost of living) based on a realistic budget in each state, (with tax breaks for small business owners to offset the expense to them) and to instill more stringent child support laws while also putting more resources into the enforcement of them.
