America's prisons are overcrowded both nationally and in all states. Repeat offenders are cycling through our country's criminal justice systems only to be shuffled back into correctional facilities with little to no resources to yield successful treatment to prevent further recidivism. According to a NPR story, Federal criminals are being housed at a more alarming rate in the Bureau of Prisons than states. The Council for State Governments has already been effective at the state level to promote Justice Reinvestment legislation to reduce states' recidivism levels. There needs to be a national effort to create and implement community corrections programming on the Federal level to ensure offender accountability, public safety, and treatment to prevent offender recidivism .
