The increase in recidivism is due to the lack of trust and the prejudice against imprisoned individuals. To reduce the rate of recidivism I suggest a six-step plan to help reenter inmates into the community, starting with risk assessment, the higher the risk the higher the priority. Second is the need to assess why the offender committed the crime, then you can better assist them in the third step, which is to target the appropriate subjects for the offender. Basically, put them in programs they actually need. Fourth is rewiring their cognitive behavior. I am not suggesting psych-therapy, just treating inmates like the citizens we want them to become. Fifth, is increasing positive behavior with positive reinforcement. The sixth step is supporting the offender once they are released.
