People with an education degree from an institution within the US (people who spent the money to go to college in the US) and are working and contributing as much to the American society and financial status as any other American should be able to get a Green Card within a year or two, not 7-10 years.
Also, while they don't have a green card, there should not work under the fear of getting fired and then having to be deported to their country and should be able to change employers anytime without having to rely on their previous employer to allow them to transfer.
Also, people on H1 should be able to work for themselves instead of working for a firm if they chose to.
