Reduce the required signature of petition to 10,000

There is no 'severe' or 'minor' petition to people around the world. It something critically matters to them, it is tremendously sever then. However, it makes a difference whether some incidents happen within a lovely community or around a whole nation, in first case the people who are affected by such case would be hundreds, the lateral scenario there are thousands of people who may suffer. For the incidents happen around the whole nations, it could be easy to reach the currently required signature of 100,000. But if the people who have suffered from certain incident does not reach the requirement, it does not simply means the incident is a minor. It could have a unprecedented impact on those people's life, or even catastrophically.
