Reduce Spam Through Required Verified Email Opt-In

Current policies allow persons to automatically enroll other persons email addresses into systems, facilitating spamming and other problems. We want a policy that requires any sites or services who are going to contact a person via email (not just for advertising purposes) to first get an opt-in from an email sent to their proposed address. For example, if I were to register to some site using the email address "president@whitehouse.gov", that site would have to get an opt-in verification from an email sent to "president@whitehouse.gov" before the registration could be completed and any further communication could be sent to that address. I am bombarded daily by emails from services I never signed up for.
