Each fiscal year federal offices go on a spending spree for largely unecessary supplies in order to keep their budget for the next fiscal year. If they do not spend that money, it disappears the following year and becomes difficult to get it back should the extra funds be necessary. This is fraudulent reporting of budgetary requirements, wasteful spending, and an abuse of federal funds.
Reform federal budget considerations to better reward returning unspent money and making it easier to get those monies back the following year should they be needed.
