We believe that it is unethical for government to place heavy testing burdens on students from which they receive little or no benefits, and therefore demand the following changes in the guidelines that control school evaluations:
- Cap the total testing burden for each student at six hours per school.
- Use random sampling to choose students to represent their school rather than testing every student every year.
- Require school evaluations to identify the reasons behind school performance, including causes that are beyond the school's control but may be within the influence of local government.
