Reduce threshold for cloture (override of filibuster) to 55 votes from 60.

The Republicans (now, but it could be Democrats in the future) are filibustering every bill that is not far-right. With 55 Senate votes, a bill has gained the support of 5 Senators on the opposite ideological half, in today's highly polarized senate, this is sufficient, and necessary to increase the Senate's low efficiency.
