To ensure that members of congress are effectivly representing those in which they serve, it should be deemed that compensation for their time should reflect the combined average income of United States citizens.
Compensation for members of the House of Represenatives are not exceed the average income of United States citizens.
Compensation for members of the Senate are not to exceed one and one-half the average income of United States citizens.
