I propose that each eligible veteran receives a health savings account equal to their rated disability from the VA. This would be a commercially available HSA. This account builds in value every year and the vet can spend that money at any doctor that accepts the policy. With this policy, the vet would be able to purchase additional insurance to treat catastrophic illnesses or other supplemental insurance.
