Fact: US Government spends billions of dollars for COTS (commercial off the shelf) software. This money is spent for both Server and Workstation operating systems as well as application software. Estimate: 90% of government employees mainly use MS Word, MS Excel, read email, and browse the web. Using NSA/CIA IT resources a “US Gov” Hardened Linux kernel could be developed and deployed thus eliminating the reoccurring software costs of upgrades and costs associated with new systems. The world's latest buzz word is the “Cloud”; if operating in the “Cloud” the operating system used by the user is virtually transparent. Several other countries have already either begun or completed this same “mission” and has repeatedly proven to be a very effective cost saving measure.
