When the U.S. Military invaded Iraq in 2003, it was un-declared. The Executive Branch should propose an ammendment to the Constitution of these United States of America prohibiting the Commander in Chief from deploying the U.S. Military with hostile intent to the current government or civilian population of any foriegn nation with out a proper declaration of war from Congress. This will effectively reinforce Article I, Section 8, Clause 11 of the Constitution(The War Powers Clause).
This will prevent the President from engaging our Military in any kind of conflict on foriegn soil with out authorization from The Congress.
